Limits for section groups

Possibility to limit the number of tasks in two or more sections together, so the number of tasks in two or more sections altogether shall not exceed the limit.

eg: Section 1 and Section 2 are "grouped" and have a common limit of 5. When Section 1 has 3 tasks Section 2 can only have a max of 2 tasks.
