link sharring not open

For the past few days, I have been experiencing a problem where the shared link for the mindmap that I created cannot be opened at the distribution site.
People who have registered as a user to share the map can see it without any problem.
However, if you share a map without user registration and just use the URL, an error message will appear saying that even if the recipient clicks on the URL, they cannot view or open the map because they do not have viewing privileges.
This is not only me, but I have tested this with several users involved in my work, and all of them had the same result.
They all tested in incognito mode of the Chrome browser with the same result.
Perhaps others are having the same problem and the shared link is not being opened by the other person.
How can we solve this problem?
Is anyone else experiencing the same problem?
Note that people who have registered as a shared user on the map can see the link without any problem, but if you share a URL without user registration, even if they click on the URL, they will get an error message saying they cannot see or open the link because they do not have permission to view the URL.
Also, the first file can be viewed, but the second file cannot.
If I delete the cookies and browsing history of the browser, I can see the second map, but I cannot see the other file again, and I have to delete the cookies and history every time.
I am very troubled and would appreciate your advice on how to solve this problem.
